Scotland’s children’s rights Skills and Knowledge Framework

To mark the launch of this exciting new resource, we share this update.


I hope that all children in Scotland fully enjoy their rights and are treated with dignity because workers in their lives are confident about children’s rights.

Wednesday 12th March 2025 saw the launch of the Children’s Rights Skills and Knowledge Framework. The Framework aims to support the public authority workforce in Scotland uphold children’s rights. Children’s Parliament were delighted to partner with Together, JRS Knowhow, JustRight Scotland and The Observatory on Human Rights of Children in Wales to develop the Framework, which was commissioned by the Scottish Government.

The Framework is an exciting step forward to help embed a children’s rights approach for duty bearers and for those who have an interest in putting children’s rights at the heart of what they do. With a wide range of resources the framework will support individuals and organisations to adopt a children’s rights approach, consolidate the Scottish public authority workforce’s understanding of children’s rights and increase their confidence to implement the UNCRC in their everyday work. Critically, it will help enable the necessary culture change to fully respect, protect and fulfil rights for children and young people at home, school and in their community.

Children’s Parliament are proud to have facilitated the Children and Family panel. Using a range of engaging creative practices, we worked with a diverse group of families ensuring that their voices are at the heart of the new framework.

Children are capable of understanding complex concepts if they are presented in accessible language and documents are well designed.

We are looking forward to working with the Scottish Government and our partners to continue the work to ensure that the UNCRC and the Children’s Rights Skills and Knowledge Framework support the culture change that we aspire to.
